Note please, it is real easy to get into the Tribune site, like clicking a link below where they ask for your registered name, and, the article is actually much more intelligent than contributor suggests. More folks in prison is acknowledged as one reason for lowered rate, along with a discussion of many other influencing factors.

No no no. Go easy on those criminals. They don't know our laws because
a) they don't speak the language;
b) haven't been here long enough to learn them;
c) are so f'd up on drugs they couldn't understand the laws anyway;
d) are so desperate because of the drugs they don't care,

and in this case not knowing the laws should be an excuse.

At low incarceration rates, I can believe that increased incaraceration would better deter crime. At the current high rates (members of some demographic groups are institutionalized at double-digit rates), I find it difficult to support an argument that further increases in incarceration would lead to lower crime rates.

I would love to see a good study that analyzes this rather that silly rhetoric from those who are sure that they already know the Truth without having to bother with that pesky data thing.
