You'd be surprised at the loopholes and stupidity in the immigration code. There are 10k green cards out of the 40k/yr in the lottery pool are set aside for the Irish and if you're a sheepherder, you have an easier time getting a green card than a work visa.

Since Cuba has a literacy rate higher than our own, college is free and Cuba produces more doctors per capita, health care is free to all...

Since "cuban" is lowercase I'm assuming Clinton ordered 20,000 cuban sandwiches. Which means he has excellent taste in artery-clogging foods.
