Government officials in China are just there to bribe when you want something. The school in China I worked for would bribe the local police chief with cartons of cigarettes and fancy meals.

When I adopted my daughter in China the agency's schedule actually included instructions on making sure all officials received their "gifts" when we went to sign all the paperwork, and a list of what to give and how to give it without embarrassing them or making them lose face.

It was a lot like how you buy soup from the Soup Nazi: "Your gift must be in a red gift bag. Make sure nothing in the bag is visible. Place the gift on the left side of the desk. Do not look at the official or say 'This is for you' or anything else. Do not slide the gift toward him. He will not acknowledge the gift; don't worry about it.
