People who think we will see confidence in government restored havent read enough Acton.

The only way to get competent government is to remove enough power from them that power-grubbing assholes wont want the job. And, based on things like local politics, school boards, and homeowners associations, you have to remove a hell of a lot of power because this nation is filled with power-grubbing assholes.

Which, referring to above, is what Lord Acton says will happen.

Hear hear. See: Repealing the estate tax being attached to the minimum wage bill.

(Yes, I know we don't have national initiatives. The point stands for tying a legislatively desired 'reform' to one that is long overdue.)
