The way I heard it once was that partly cloudy meant a chance for more clouds than sun, while partly sunny was the reverse. I've taken to reading "mostly sunny" as "sunny" with little chance of clouds, and vice-versa with clouds. But that's just me remembering to recall my recollections.

Actually, OPEC doesn't control the price of oil any more - they just control the output. It's the commodity traders on Wall Street who control the price, hoping that they can buy a barrel of oil at $75 now and sell it at $80 later. (It's been that way since about 1983.)
