There is a whole lot of stupid crammed into one article.  Why is the headline "bullet grazed head" and not "man shot another man"? why is one man carrying a gun in the first place?  Why did the man feel the need to pull the gun? Why didn't the man use said gun as a gun?  He should have just carried a rock, would be safer for him.  Why did a man start a fight with an armed man?

Charge $4990 for the primers and $10 for the rest of the cartridge.

Yes, some people will still be able to make their own ammunition from scratch but it's a significant technical barrier and the ones who don't quite get the chemistry right will weed themselves out of the population.
