Who manages these character changes and separate pushes? Does the performer pitch that to league management and it gets written in? Or is that WWE initiated? Interesting dynamic to me.

Pretty sure leadership just thinks they can get someone a new lease on popularity by making a change.  most of the time it doesnt work, but every once in a while it can.

Depends. Nikki Cross becoming Nikki ASH was all her idea, others like Fandango take what they get and do the best they can.
