Not really that big of a deal.  If you're going to bribe a test administrator, I highly doubt you're going to balk at bribing a judge.  So at that point "life imprisonment" is less a possible punishment and more a negotiating tactic.

India does bribes on the small scale.  In the US we do it all legal like at the big end of the scale.  Its the same thought though of rules for them, but not for me.

It's not just you, it's not just them, it is all of us everywhere.
And it al starts "at the top" and does just trickle down. If the top wasn't choosing to the bottom wouldn't have to.

When I was in India, there were 3 government employees in each toll booth. 1 to take your money and put it in a register, 1 to hand you a receipt, and 1 to give you your change if necessary.

If they have to take a hard test for that job.....

They also have guys who walk around offices with jugs of water to refill everyone's water and other guys whose whole job is taking paper from the printer/fax machine
