JFC - It's literally the very next paragraph:

Last month, Republican lawmakers said they would only negotiate with Hobbs, a Democrat, on state spending after their continuation budget was signed into law. Though they have presented it as a way to ensure state government won't shut down in July if the two sides fail to agree on a broader budget plan, the practical effect of doing so would all but guarantee a stalemate because there would be no incentive for GOP legislators to agree to spending any of the state's nearly $2 billion in surplus cash.

You obviously don't understand the lingo, if the bill was proposed by a Republican, it is by default bipartisan even if no Democrat votes for it.

If the bill is presented by a Democrat even if Republicans sign on and pass the bill, then it is a partisan measure

Based on pretty much every GQP bill in the history of ever, my guess is that the "continuation" pencilled in a bunch of the GQP fascist manifesto paragraphs first before bringing it up for a vote.

Answer: Naturally-occurring extremely-high levels of Calcium.

CSB Time™: I had a small fish tank when I lived in Phoenix. I was told to test the water coming out of the faucet. One of the tests was for water hardness (levels of Calcium, mostly) in order to pre-treat the water before putting fish in it.

The specific test I used said to add drops of solution to the water sample until the sample went from carnation-red (super high) to green. There was also a warning saying that if I got to a certain number of drops of solution added to the sample and the sample was not green at that point, then I should find some other source of water.

The water sample had so much calcium I ended up buying distilled water and mixing it in to make it safe.
