I'm quite surprised we didn't see it coming.   Sure, it doesn't have a transponder, or reflector, or match the profile of any known aircraft, but it's a chonkin' big metal thing made of irregular surfaces and as a whole it would reflect radar.

Our military radar should have been on it like white on rice.   So to speak.

1) it has a small cross-section
2) it is well above the operating ceiling of all but a handful of the most specialized military aircraft
3) you have no idea when the military spotted it, you only know when they admitted it

Just like every time the border patrol busts people trying to smuggle in drugs, or every time someone is arrested and charged with attempted voter fraud, Republicans seem to think "someone noticed and put a stop to it, therefore the Democrats are just standing back letting this happen."

It's honestly their best attempt at logic in years, but that's really not a compliment.

This reminds me of a religious cousin I have.  Everything that happens is a test from The Lord.  Her husband and her wanted to see this movie, but he had to work late, and then the next day they had a prior engagement so they still couldn't see the movie.  This was not categorized as a scheduling conflict, but as a test from The Lord on par with Jesus tempted by the devil in the desert for 40 days.

I think the more protections was probably eyeballs and extra diligence, and the extrapolation of previous incidents is an analysis of collected data that no one bothered to look at before for a big balloon signature.
