It's all they have. And it will continue to be all they have until they can find a way to either make it illegal for non-whites to vote, or establish as foundational law that the white vote will always be considered at a ratio to the non-white vote whereby the white population is established as a permanent ruling majority, no matter what the country's actual demographics might be. That's the real objective, of course, but it's proving to be a tricky needle to thread.

Well yeah, they convince the people they want voting for them not to vote at all because it's rigged; effectively rigging it against themselves. It's a pathology. They'll do it to themselves so long as there's a Lib who can be blamed for it. The GOPs push of election related conspiracies isn't designed to win over voters, its designed to make sure they get to decide who counts the votes, and consequently who's votes get to count.  Unless you missed all the times during the last election cycle where they tried to get mail-in ballots tossed, and passing laws to make it harder to do so in the future.  Couple that with closing voting locations in minority neighborhoods, and election integrity volunteers voter intimidation squadsand the end goal becomes pretty clear.

You may be presuming that such decision is voluntary. Furthermore, when someone doesn't vote at all, rather than votes by casting a blank ballot, it would seem to make it less clear whether the decision was voluntary or not, thereby diminishing election integrity.

Contrariwise, I'm aware of the existence of current case law such as Dixon v MD board, which holds that a person has a right not to vote as an expression of dissatisfaction with the choices given; I'm more making a political argument about what precepts should guide election law, even if a federal Amendment is required.
