Considering his government took non-violent protestors into prison and hasn't stopped the protests, this is far more an act of pragmatic desperation than mercy or humanitarianism.

i said this way back when the arrests happened.

this was a theocratic dictator style warning shot at the protestors.  the message was
1. look at how easily we can grab you off the street and lock you up at our mercy
2. see those few people we did execute?  that could have been you
3. now we'll beat/starve you for a month to drive the point home
4. and here comes "good cop" Glorious Leader to grant you your freedom.  arent you thankful?  i said ARENT YOU THANKFUL???

they were never going to kill thousands of people b/c the international outcry against that would have been more than the iranian govt could deal with.  unlike china they dont have the military and political power to shrug that off.  but they will absolutely terrorize and threaten thousands of people to try to get them to toe the line.

This is a clear attempt to divide and conquer the protests.  Notably, the protestors who are sentenced to death are not affected by this, and its only available to those who plead guilty and apologize for whatever trumped up charge the regime is throwing at them.

No, accepting a pardon (arguably, and probably depending on the particular legal system) means admitting having done something illegal.  "This was illegal but not wrong" is a good reason to pardon someone.

But in this case, the pardons are very explicitly going only to those who express remorse.
