And Rubio's expression and the way he paused before saying "thank you". Rubio saw exactly what he did and there was nothing he could do about it.

There is nothing to criticize.  Balloon Superiority is the new great threat.  With enough cheap balloons a country can disable the enemy military.  Likely permanently.  And we can block out the sun over their crops. And drop pest eggs on their crops too.  The great thing is, as we destroy their infrastructure and food production, we can solve global warming by reflecting the sun's rays back out to space.  And in doing so, artificially raise the Earth's albedo, so that aliens think we are an iceball planet and not likely habitable or worth while xenoforming.  We get cover from the dark forest and we destroy the enemy.  On the cheap.

That was a quick "It happened under trump" go to commercial.
A humiliation would've been him sitting there with nothing to say for 30 seconds or admitting fault.
That had all the humiliation of asking the waitress for ketchup and getting mustard.
