The second full moon in one month is known as a blue moon, like the phrase "once in a blue moon," according to NASA.

Bullshiat.

At the beginning of the linked article:
When you hear someone say "Once in a Blue Moon" you know what they mean: Rare. Seldom. Maybe even absurd. After all, when was the last time you saw the moon turn blue?

The article goes on to say:
According to modern folklore, a Blue Moon is the second full moon in a calendar month.

It then goes on to give examples of rare, actual, blue moon events usually caused particles in the atmosphere due to volcanic eruptions:
The time was 1883, the year an Indonesian volcano named Krakatoa exploded.... And the moon turned blue.
Krakatoa's ash is the reason. Some of the ash-clouds were filled with particles about 1 micron (one millionth of a meter) wide--the right size to strongly scatter red light, while allowing other colors to pass. White moonbeams shining through the clouds emerged blue, and sometimes green.


Then at the bottom of the linked article:
Editor's note: The definition of a Blue Moon used in this story, "the second full moon in a calendar month," is a curious bit of modern folklore. How it emerged is a long story involving old almanacs, a mistake in Sky & Telescope magazine, and the board game Trivial Pursuit....
