Im sure it makes sense to someone, but im confused. How does installing slick plastic bumps that make the road uneven stop people from doing burnouts?... cause that sounds like thats helping them.

Cattle guards in the middle of the intersection., that will stop drifting.

Near our place in the East Bay they are installing huge + shaped speed humps in the intersections on back streets. Try doing a donut on those things and you will snap your front wheels right the fark of.

Also works to keep people from tearing through the intersections/running the stop signs.

It is amazing how hard it is to run from helicopters in a car.  They should show up with a few helicopters and then follow then with spotlights before any other cops show up at the intersection.  The tow trucks need to be there too. The old school hook trucks upset people who lower their cars far more than the tilt trucks.

After the sideshow starts, block all the roads leading to it. Then send in the squad cars.

They'll run....but they can't leave. So they'll get out of the cars and run.

Let them.

Then tow all the cars as abandoned in the roadway.

Repeat until they're tired of paying for towing, storage fees, and repairs.

Nobody gets shot, nobody gets marked as a criminal, and it ends within a month.

Look, I really don't think this is the best way we could address this.... but...

If police are going to shoot a certain number of people that they shouldn't each year anyway, it would be at least a small improvement if they limited it to people who do donuts in public intersections.

I'll concede that the outright sanctioning of assassinations of these individuals by agents of the government is suboptimal, but I might be able to live with it if it eliminated a high percentage of the rest of unwarranted LEO shootings.

Assuming there isn't CCTV footage, seems like the evidence will show up on YT or InstaSnap or other within hours. Find the perp's car in the morning, impound it, and accidentally put a high powered rifle round thru the engine block. "Yeah, we don't know how that happened, you must have grenaded the engine doing donuts. Next time, buy a Toyota instead of a Dodge".

Car meets often make use of a look out system with vehicles reporting police activity to one another via cellphone sometimes for quite a distance away. Based on those reports, the meet will move multiple times in a night sometimes racing on the interstate between sites. The key vehicles have been customized to make them faster. The key participants are YOUNG men with the sense of invulnerability that comes with that developmental stage for that gender. Pursued by cops, they will travel at whatever the top speed of their vehicle is and employ strategies like briefly turning off ALL the vehicle lights to make it harder for LEO to track them. Chasing them, therefore, creates more danger to others.

I don't like the constant surveillance we live with, but if we can't be rid of it, using it to track down car meet participants of any kind seems as reasonable a use for surveillance as any. I differ from you in that they would have a court date. Depending on the evidence, they might lose their driver's license for 6 months, a year, or three years.

I wonder if there's a safe/limited way to EMP the cars. Probably not, but that would reduce the high speed chase part.

There are no race tracks to rent that are set up for drifting, A few left for drag racing. They have a drifting area at the Long Beach Grand Prix when it runs.  Besides in a conventional setting most of them wouldn't be able to afford the insurance they don't have now.

In their minds, they probably imagined the cars flipping when they hit the dots but they didn't do a test run first to see what would actually happen before going straight to installing them on public roads.  My favorite part is how they're going to continue with this program despite learning that it doesn't work.
