Countries where it's summer.

Australia

I went to London in January and tore through seeing touristy things that I would have waited hours for any other time.  (Crown Jewels, Tower of London, tower bridge, etc.)

Nice try. Sitting here in Melbourne with the hearting going. It's February.

Yeah, I was going to say Europe. Far easier to see touristy/museum stuff with smaller crowds. And because it doesn't usually get all that cold there most cities are still very walkable.

Source: have done France in both February & June. Both were fun but the February trip was a lot easier to maneuver.

But, the crowds...

New Orleans in the weeks before Mardi Gras.  Everyone's finishing up preparations and getting in the mood but there's no crowds.

Hawaii.
Warm enough for beach and not that crowded.

I second Costa Rica. Stunning country and I'll talk your ear off about it if you ask. So don't. Or do. Whatever. I am not your guru.

But in PA there's a place called Ricketts Glen State Park. One of the many trails is a ~10 mile loop hike with 22 separate waterfalls. You need a permit to hike it in the winter because, as you can imagine, it's very dangerous.

I've not done the hike in the winter because I don't have the necessary experience hiking ice, but if you do, here's an example of what the winter  hike has:

As with everything PA geology, it's not particularly impressive, there are more stunning views in younger mountains. You're coming here for the volume, the peace, and to feel the creak of one of the world's oldest mountain ranges ("older than bones").

Yep. The stench of piss and rotting garbage are at a minimum due to cold temps.

That particular hike kills and wounds plenty of people even in summer. Don't do it unless you have the skills and equipment.
I live about 30 miles from there.

North Central PA is my favorite.

I did the Ricketts waterfall hike in the summer months wearing minimalist shoes (very grippy minimalist shoes). I was delirious with joy at the end.

Didn't know you need a permit to hike in the winter. I hiked it in fall about 10 years ago. Amazing trip.

I will add the Upper Peninsula of Michigan in winter is breathtakingly beautiful. The Upper Tahquamenon falls freezes almost completely except for a small portion in the middle. The Eben ice caves are also really pretty, and if we get a cold enough winter you can walk out on lake Superior for quite a distance.
But take warm clothes, snowshoes, and make sure you have a higher clearance vehicle because the snow gets pretty deep.

Did you do the seven line zip line?! Arenal on one side, the lake on the other?!

Did you giggle as hard as we did at the Montezuma oropendola?

Did Arenal burp for you?

Did you drink ALL THE COFFEE?

We used to go to nearby summer resorts for New Year's Eve and rent condos/cabins. Places like the SW Michigan beach towns, and Door County, Wisconsin. Very cozy and pretty, inside with a fire. A few restaurants and pubs would be open.

We also did the hot springs which was great! As and yes we drank all the coffee!! Plus we found if you order from cafe Britt they ship to the US for free so we still get our fix when we are feeling cold.

You are correct! My information is outdated! There is a company that will provide the gear and an experienced guide to carry us normies through the hike. No permit, just a chunk of cash and some warm clothes.

A lot of ski towns or other places in the Rockies are beautiful even if you don't hit the ski resorts themselves. Piñon wood fires in kiva fireplaces, snowshoeing / cross-country backwoods skiing, and spas in northern New Mexico (and farolitos / luminaries around Christmas). Hot springs in Colorado. Ice sculptures outside frozen Lake Louise near Banff.

It's good for scouting abandoned places without all the vegetation growing over them. For the less adventurous you can do so from many rails to trails projects.

Most hikes through the woods can be nice with more open views. Though a warm weekend or short hike is advised. There are some places you can cross country ski.

If you're a family-with-kids, on a budget, in the US, and international travel isn't your thing, look into indoor water parks.
Many have outdoor parts that are closed down for the winter, but still plenty of fun to be had inside and the crowds aren't bad since winter is the off-season.

The risk is having to walk around a city day after day in the snow. Even good public transport doesn't get you to the front door of museums. I spent most of a January in Europe and avoided significant snow until those last couple days and they really sucked.

I always enjoyed Woodford, VT.  Rent a cabin, a couple of snowmobiles.  hiat the V.A.S.T trails  and have a great time.  There was a loop we would ride who knows how many miles, stop for lunch and a beer at this great place on the trail, then head back.  It would take all day and man, when you got back to the cabin and got some hot food and sat in front of the wood stove, heaven for me.
