So , someone I talked to today, with a high security clearance, said that while China has the ability to spy with satellites, a balloon might be used by someone with less technology... Like North Korea. Frankly, that makes a hell of a lot more sense and might be why 1. China is involved in talking about it but denying it's them, and 2. Why this is being handled with kid gloves. But it's just a theory.
