Yes but the Beefeaters guard the Tower of London where traditionally executions in GB have taken place.  So while the Queen's Guard would have stopped him and arrested him, the Beefeaters would be the ones executing him.

Of course he is likely to get 5 years or something like the last guy did.

Well.... It would have to be a hat that no other regiment used, since such a regiment would be new. However....it would have to be something from the 1800's or earlier.

The next question would be: what branch of the British Military do you plan to represent? They already use lower Bicorns and Tricorns are right out...what would you think of a high Naval Bicorn? Also....It CANNOT be a Napoleon Bicorn.

They appear to be part of the Welsh Guard. There are 5 regiments (anywhere from 500 to 1000 soldiers in total, they don't really say how many of them there are for obvious reasons) of Guard that guard the Queen (or King), but some of them guard the Crown Jewels which are usually stored in the Tower of London.

It would be quite ordinary to see armed members Welsh Guard at the Tower of London.

Just to try and bring a bit of clarity, the 7 Army regiments who cover Palace duties are collectively known as the Household Division. This covers the cavalry guard. The Life guards are in red uniforms, and Blues and Royals, which itself contains the Royal Horse Guard and the 1st Dragoons wear blue.
The foot guard is the 5 regiments (Welsh, Irish, Grenadier, Scots and Coldstream guards) all of whom wear the redcoat and bearskin hat on ceremonial duties.

When they're off the rotation for ceremonial duties, The household cavalry fight as armoured reconnaissance, and the foot guards as line infantry

This person obviously is rather ill and needs mental health help.  Hopefully, after his sentencing, he gets it.  Normally when one straight up confesses to something like that, they are either trying to be taken out by the guard force, or SCREAMING for help.
