That was driving me batty too. I found this:
hoarding in British English
(ˈhɔːdɪŋ )
NOUN
1. a large board used for displaying advertising posters, as by a road
Also called (esp US and Canadian): billboard
2. a temporary wooden fence erected round a building or demolition site

For why?
The development pattern would fit in with the rest of the sorrounding development, and there's ped access to ammenities such as a nice part and retail just at the end of the access road

Yes, why indeed forgo a popular idea like a park to build a bunch of shiatboxes on top of each other?

"hoarding" is the sound of a doorbell at the brothel. It's painted red for obvious reasons.

They could just place a giant earthen cap on it, install some groundwater mitigation controls, and then turn it into a park.  Wouldn't be the first time:

Yeah, came here expecting Windscale.  Read about it here: Atomic Accidents: A History of Nuclear Meltdowns and Disasters; from the Ozark Mountains to Fukushima.  Interesting book.  Seems like a.) radiological risk is a very nuanced thing, not everything will be a gamma emitter for the next 30,000 years, and b.) early atomic work was pretty crazy and people were making it up on the fly.

Yeah, coal gas. The site probably is somewhat radioactive from ash, but it has nothing to do with nuclear power.

They did put up a park on half the land, but on the other side of the main drag.  Would have to go through the records in an unfamiliar jurisdiction, but the way that gets done around here:
City/County owns a bunch of waste land from a business that goes *Poof*.  City sells that land to a developer, and either the developer, or the city, uses some of that land (and/or money) to create an amenity with public benefit.

If we actually monitored coal as radioactive coal power would not exist.

Might find this interesting...what happens many generations from now when people might not be speaking English or other popular languages? How do we warn them of the radiation?

This is not a Chernobyl but more of a Love Canal situation. Coal Gasification creates nasty chemicals and contaminants that can last longer than radioactive contamination.

Multiple homes, sure. 200 homes? Unless they are very tall and skinny, I don't think that fits compared to the density you show there. That would be even closer together than the townhouses shown in the lower part of that picture. At that point just build an apartment building. It would be more efficient in all ways.

From what I've seen and heard, Basil Fawlty is a prince compared to the man who inspired the show:  a real nutcase.  I've met the type.  We had a guy sell ice cream cones by the ounce to keep his teenage employees from overloading cones.  He had a tare weight for each type of cone, which he charged separately.  His wife made a map and spreadsheet of every parking space in the village to prove which spaces they had the right to use so they could expand.

BP owned a massive petrol storage site on Sydney Harbour and decommissioned and partially demolished in the 1990s. It had been left slowly rotting by the company.

It was recently landscaped at the public's expense and returned to the public as an amazing post-industrial parkland.
