The numbers make no sense.

The article says "several thousand 155mm shells will be manufactured jointly", and that "the plan would come with a multi-million-dollar price tag".

OK, several thousand shells for several million dollars, so about $1k per shell.  That's... about right for NATO ammo actually.  That all lines up so far.

But here's the part that makes no sense.  Ukraine uses 5k to 7k artillery shells PER DAY.  So this big announcement is making a big fuss over about half a day's worth of artillery ammo.

... maybe - although the article never says so - they mean this is a monthly delivery?  It's still a really small #, but several thousand a month would at least be ~ 1.5% of what's needed.  Every little bit counts.

They use several thousand rounds a day of all different types of ammo.  Several thousand rounds of 155mm would still be significant.  Especially if this is the start of a process where several thousand are delivered every couple of months.  

Ukraine would still need other sources of 155mm ammo, plus all their other sources, but this is a brand new source.

I think we loaned them one of our Canadian tanks. Still newer than Russian tanks. I knew I guy who used to update the software in those things, so Canadian tanks are at least more uptodate than Russian Museum Pieces and the tanks you find in village parks in the sticks.

One idea is COVID.  Putin locked down hard with his closest sycophants. Since bad news is a good way to fall out a window in Russia, and Pooty doesn't even use the internet, so the good lies trickled upwards until he was sitting on rose colored paper intel telling him his army was strong, the citizens supported him, and Ukraine wanted to be part of Russia.

And that's how the world's "number two"army winds up deploying like a number two army.

There is a minor issue with your math, in that a huge majority of the daily shell consumption would not be these.

Only a small proportion of their guns are 155mm (most of their guns being lighter, 105-122mm, and most heavy guns being Soviet 152mm).

And a large majority of guns are smaller and will almost certainly have higher rates of fire.

So only a small fraction of the total daily shell consumption will be 155mm shells. No, it isn't going to be enough to send the Russians packing, but it will be more than half a day worth.

He spent years driving wedges between western nations. He wanted to keep doing that to reduce the west's ability to respond. Then his greatest tool for that was lost.

I suspect mounting domestic pressure (among the wealthy and powerful) was what forced him to pull the trigger when he did.
