Like AFV said, that would be most politicians.  Abiding by FEC filings perfectly is almost impossible, because the rules envisage a perfect world and care not a tinker's damn for edge cases, ie they can be persnickety as all get out.  Hell, Obama got dinged for his campaign accepting contributions on Saturdays because they had to be reported within 24 hours, and despite the campaign sending the requisite paperwork over, it was not checked until the beginning of the work day on Monday - and the checking constituted when it was "reported".  Bit-wise errors on FEC filings are like math errors on your 1040 - unavoidable.  What matters is when it goes from "some random oopsies" to "You realize that no one has that many payments for the exact same just-shy-of-the-reporting-limit amount, right?"  And there are still enough "You have to report when Winnie the Pooh gives you $17M, dumbass" failures, that I would give a pass to "you forgot a $250 donation from Dave's Pizza" - not for 734 $250 donations from Dave's Pizza, mind you, but a single one doesn't even rise to the level of caring about.  Correct it and carry on

Casinos are supposed to report stuff like that - they can get in trouble if they turn a blind eye to something so obviously suspicious. And that's why casinos aren't a good place to try and launder money.

It's obvious and clumsy, yes. However, if they sold to an FBI agent and those 500 $20 notes have logged serial numbers it is enough to make what is now $9970 or $9990 unrelated to the crime they committed, for the fee of tossing one $20 note and spending 30 minutes stopping at the money washing place. And according to my former coworker if it wasn't required to document a monetary interaction the casino would happily ignore it, no matter how obvious it was what was going on.

Maybe the rules have changed in the last couple decades, or maybe where he worked was kinda sketchy. I don't know. It seemed to me like that kind of stuff should be reported. At the same time it seemed like if you don't have a clear line of what needs reporting it wouldn't be enforceable when a place didn't report/document stuff.
