You would think that in a flat state such as Florida, building upwards to obtain long and wide scenic views would be a major selling point.


You know what's a major selling point in Jacksonville? Having somewhere to park your lifted, underlit F-350 crew cab coal roller with mud tires.

Downtown is actually getting a lot of new apartments and condos which is incredibly surprising (mostly from transplants). However that will all be permanently underwater in a few decades, and occasionally so long before that.

If the new development really isn't going to cause any run-off issues that would flood out the neighbors, then why won't the developers offer to put in writing that they would cover any damages from such supposedly impossible run-off?

/obviously because there's a likely chance of flooding from run-off

Florida generally requires a developer to build a retention pond on their own developed property to retain the extra stormwater from their newly created impervious surfaces.  The runoff isn't going to be an issue.  There won't be much runoff.
The problem is folks living next to the area now, their properties are likely running off into this wetland.  And now they won't be able to.

Right, the surface organics have to be removed and anything deeper has to be heavily preloaded.
I'm not a Geotechnical engineer but I can play one on TV.
