I think the gist is that they cover their heads for religious purposes, but by following the letter of the law they often opt for a more natural look rather than a scarf or hat. The Jewish wigs are styled in a few particular ways for modesty.

Ultra orthodox types will shave their head, trim their nails, and take a ceremonial bath after their monthly cycle to make sure they are clean and ready to pop out another kid.

The wealthy ones buy wigs made of human hair so they don't look like they shave their head.
