At least in my town, there are rules against holding this kind of election in a closed session.  And there needs to be public notice of elections for First Selectman.

That is not to say sleazy things don't go on, they do, but they are different ones.

Elections are expensive, you can't just hold them all the time if someone quits or dies or moves or whatever, you also can't just hold snap elections any time you want, most state constitutions tell you when someone runs. The seat can't just stay unfilled for a year or whatever.

Most of these town positions are basically uncompensated, there need to be reasonable provisions to appoint replacements to a city council or mayor spot.  Presumably anyone elected and still holding office represents the people during voting for the city, so in the absence of a good reason to hold an election the public trust rests in the hands of the electeds.

Yep. Pretty standard stuff. When our mayor won higher office as a state rep, council just held a quick vote on her pick as replacement. The new mayor is banned from half the bars in town. So... yeah. Luckily it's mostly a figurehead position. Think he gets like two grand a year.

I still don't understand why he had to go through the machinations of electing one person, and having that person promptly resign and install him in office. This was obviously pre-planned.

There's a reason why you keep a small number of doughy and squishy political moderates around in town politics.

If you have a vacancy then it's better to put someone in there that's going to do very little have have little aspirations than put someone like the Young Fuhrer there in the highest town office.

I imagine a new mayor can be appointed through a full vote of the city council, or by the sitting mayor. He knew he didn't have the council votes to get elected by option 1, so he installs a ringer to use option 2 to nominate him.

As to why a city council can arbitrarily install and remove mayors like this... the elected mayor resigned due to scandal. Most cities have procedures to sit an incumbent mayor until a new election can be held so day-to-day business can proceed, and I imagine it would be similar to this. They probably do not have the power to remove an elected mayor, but the elected mayor had resigned.

The way I've seen it, the mayor pro-tem (chair of the city council) takes over as acting mayor until the next round of municipal elections.  The mayor pro-tem stepping aside like that seems very irregular, and possibly illegal.

    In the last year there have been TONS of stories where I am completely shocked that there is no mechanism to stop the bullshiat. One example is the woman in Philly who was in jail for a week even AFTER they discovered that she was the wrong person. Like, how was she not released that same day? More on topic, how is it that people know this is bullshiat and his is still mayor?
