For example: GQP in Congress is an infestation.

I just heard a satisfying snap from the rat trap I set behind the recliner a few hours ago, so getting a kick, etc.  Been on the hunt since New Year's Eve, when a large gray rat crawled out of the non-functioning fireplace and disappeared behind a bookcase.  I'll bait and set another trap (Skippy peanut butter) to be sure, but I think this was a solo rat.

Brown rats are a menace and unclean. They steal your food and encroach on your land.

White rats are clean and have jobs in the field of science.

So he get's tickets for not cleaning up his buildings (article said building inspection found significant evidence of rat infestation) and instead of doing something about it, he fights them in court to show that "rat's don't run this city". Sounds to me that they do.
