A respectable offer to a determined enemy.

Nope, this is diplomatic trolling. She knows Xi would never stoop to letting Taiwan help them recover from his failed covid policy.

Why not both?

I'm sure the offer is sincere, but at the same time Xi would rather have half the population drop dead before accepting, and Taiwan knows it.

Masterful burn indeed. Sometimes the hand offered out to help hits harder than a fist.

This is like France offering to monitor our elections. Which, honestly, wouldn't be a bad idea.

It would also give credence to the notion that China and Taiwan are to separate countries rather than China's insistence that Taiwan is part of China.  Xi would never support  weakening that argument as it'd further force his hand on a military option that'd then be easier to frame internationally as an invasion.

I mean, we all know it'd be an invasion ala Russia in to Ukraine, but China would risk putting their supporters in a more untenable diplomatic position.

COVID-zero really was a loser policy. They went punitive in managing that situation without hesitation, and now they have worn that playing card out. I won't name any names but I imagine certain companies are scrambling to get the latest western mRNA booster shots for their employees while the rest of China tries to make due with a J&J knockoff.

China was cheered from all corners in 2020 and 2021 as being the shining example of how to control Covid. So, I wouldn't say it was a loser policy.

The loss was in not vaccinating the population during the zero covid time, like New Zealand did. Lock down, vaccinate, reopen. China skipped step two.

Indeed, buying time for either a working vaccine, or if for some reason that wasn't feasible, to keep the infected/death rate down to a level that didn't destroy your healthcare system, was the reason for lockdowns.  It wasn't sane to think that lockdowns would eradicate the disease by itself without also eradicating your country's economy.

And instead of releasing the lockdown in sane, graduated steps, as one might do when one still has a mostly immune-naive population, they simply celebrated like the most GOPeewee grifter government would, and opened everything up all over... creating an entirely unnecessary deathwave.

I would be laughing at China if I didn't know this is just going to mean that we are screwed, too.

If they'd vaccinated everyone, they would have been able to keep stamping outbreaks out without going nuts on the punitive stuff.

You're not wrong, but it's difficult for me to criticize when we (USA) did none of the above.
