It seems to be based on contemporary voting habits and what was more broadly supported overall at the time.

A good example would be LGBTQ rights. It's a mainstream concept now, whereas it wasn't so much three decades ago. And this chart shows that Democrats are far, far more accepting of "moving with the times" than Republicans seem to be.

Of course, this is apparently based on stuff which is voted upon, so no "Medicare for all" involved or any of the stuff we need but gosh darn the DNC just can't get behind because of their corporate masters.

I think they've always been 'in the closet Klan', they've just been embiggened. Reagan touched off his campaign in 1980 with a nod to the town that proudly murdered three young Civil Rights workers.

As part of his 1980 presidential campaign, Ronald Reagan made an appearance at the Neshoba County Fair where he gave a speech on August 3, 1980. Critics claim that Reagan's choice of location for the speech (the fairgrounds were about 7 miles from Philadelphia, Mississippi, a town associated with the murders of Chaney, Goodman, and Schwerner in 1964) was evidence of racial bias.
During his speech, Reagan said:[1]

I still believe the answer to any problem lies with the people. I believe in states' rights. I believe in people doing as much as they can for themselves at the community level and at the private level, and I believe we've distorted the balance of our government today by giving powers that were never intended in the Constitution to that federal establishment.

All Clinton did was "triangulate" -- he took the GOP position, the established Democratic position, and tried to find the middle ground between the two.

For good or ill, that was the secret to his success.

I don't know if that is accurate. I voted for Clinton, and even at the time we were deeply suspicious of his government by focus groups and polls. Especially once National Health Care bombed, he just seemed very content to let the economy boom.

And of course after the 94 midterms, we had zero illusions about anything of substance passing.

But after a dozen years of Reagan and Bush, it was still... better. And of course Bill himself had supernatural charisma. But even at the time, we didn't give him a free pass.

Sorta.

First, he tried to govern as a liberal.  His first two major policy initiatives were to allow gays in the military and provide universal health care coverage for all.  He got so much shiat about both policies that he gave up and moved to the middle.  And then everybody suddenly loved him.  So he continued to do what the public wanted; govern from the middle.

If America hadn't gave him shiat when he tried to govern from the left, he would have governed from the left.

There's plenty of data posted above in various comments of the Democratic move to the right during and after the Clinton years. They've become somewhat more progressive on queer rights and talk a good game on racial bias. Both spongeboob and the Pew study could be considered correct depending on how you weight the various different elements in your assessment of where they stand on that political spectrum
