They should use a free market solution, like selling their water supply to Nestle and then paying them for the water. Have faith in the invisible hand.

During college I wrote some document management software for a satellite program.

I discovered a bug and reported "Houston we have a problem"...

... only to find out the hard way that the physicist I was talking to was in the control room for Apollo 13.

I've never been so chewed out, nor deserved it so much :(
