They should use a free market solution, like selling their water supply to Nestle and then paying them for the water. Have faith in the invisible hand.

This is what bottled water is for. It's not supposed to be for everyday use unless you have no access to fresh, clean water. We buy bottles of water and then reuse them by filling with tap water.
