Sort of, though when a loi is signed a scholarship comes with it.  That guarantee doesn't exist for everyone entering the transfer portal.

I'm a fan of the transfer portal - letting kids move to a different school can be a big benefit to them and the schools. That said:

1. Just because a school recruited you before doesn't mean that they still want you. Sometimes your ex doesn't want to get back with you.

2. If you want to transfer, it says as much about you as it does the program you're leaving. If you leave because the program isn't a fit for you, that's great. But if you're leaving because you don't like losing then you're just a quitter. Be aware of what you're showing potential employers.
