There is not a shortage of chips made on advanced nodes. There is a huge shortage of ICs made on trailing edge nodes. Those are the ones preventing you from getting cars or building new factories.

Global Foundries had AMD as a captive customer for about a decade after it was divested, but once that agreement ended things have gone pretty terribly for them.  This is a pretty unsurprising event.
