As a professional idiot, I can try to clarify.

It means that Russia would sell something like a bottle of vodka for less on the world market than it would cost for the domestic market.

So a Russian bottle of vodka would cost 3 dollars in India and 5 dollars in the Russian market. That is called "dumping". They have an excess of manufactured goods and product and are selling it for pennies on the dollar. Now they can't set the price of exports in US territories and the US can try to twist the arm of trade partners to price the products inline with other manufacturers of say Polish vodka and price the Polish vodka maker out of the business.

They weren't shut out of anything.

Anti-dumping measures are established by the importing country to prevent another country from undercutting local businesses. In the US we make distinctions between "market economies" and "non-market economies" which I suspect has to do with whether pricing in the economy comes from market forces or is set top-down by a government.

So basically we said that since Russia is allowing the free market to determine the prices of their goods, and instead is setting prices artificially low in order to sell quickly or undercut competitors unfairly, we're going to make it more difficult to sell here.

But that's just my guess.

The Commerce Department finding goes a little further than that.  They're saying that the Russian government is deliberately distorting the market by actively guiding what would normally be market decisions.  That is to say, they're telling companies what to produce, where to market, and how to invest, as well as setting prices.  So it goes beyond just dumping.  The Russian government is turning market actors into agents of the government to presumably further government goals.

In response, the Commerce Department will look at evaluative criteria developed from similar markets that produce similar goods to determine appropriate compensatory duties to appropriately price Russian goods in American markets.

One of my coworkers gets all his "news" from YouTube opinion commentators. He thinks the same way - all his political opinions are pre-packaged and the reasoning to get there has already been done for him. They just have to flash a piece of paper on the screen once in a while to "show" they're backing up their opinions with facts and he thinks he's well-informed.

A nurse came into my wife's room yesterday and MSNBC was talking about the Arizona election, about how they were taking so long to count.  I tried to explain that different states have different rules about when they can count their vote.  She then started about how she though it was "fishy" and started moaning about the electoral constitution and we were supposed to be a democracy.  I started to explain the constitution and if we didn't have that we'd have had President Gore and Hildawg...but I stopped short.  These people don't want to understand rules unless it works for them and then they don't care about it. even if it means cheating.  Education doesn't work, because we are about the same age and went to the same schools back in the day.  Just pray for their eyes to be opened, but that's too much to hope.

No, this isn't any actual action, it's just changing the guidelines that the Commerce Department uses when pursuing action against the Russian government.

Let's say that Commerce accuses Russia of dumping steel in the US market.  Before this, and bear in mind these figures are WAGs, the Commerce department would apply an additional 150% duty to adjust for the distorting effects of dumping.  Now, because Commerce judges the dumping actions to be backed by the Russian government, there will be a 200% duty assessed to adjust for the price-distorting effects.

Colloquially stated, this isn't the start of an avalanche, this is just adding snow on a bank that may collapse.  It affects future actions undertaken by Commerce against Russian imports when anti-dumping is occurring.

So will it change Russia's actions?  No.  This isn't some earth-shaking change to American policy but just another gear turning in a vast machine.  It adds pressure to existing actions against Russia though.
