Doesn't matter.  The moment you look back and see a large dog heading towards you next to someone who is acting aggressively, you don't wait a second to try to figure out if it is a friendly dog or not.  You run.

Besides, dogs are pack animals.  Even the friendliest dog will attack if it sees a member of its pack is in danger.

I don't know why this is "surprising". I was in Oakland for about half an hour when traveling by train back in the early 90s,and it was scary as fark.
