You might want to read the article, allegations are the people having the dumpling sale did it to attract a bunch of new people to stack the vote, and then also stacked the vote for who was in charge by bringing in a huge shiatload of people no one had ever seen there before, who all raised or lowered their hands in exact unison with the stacking party. Sounds like school board takeover shenanigans ala Derpistan stuff
