Not really true. Rock bottom became a thing when chemistry got good enough. Chewing coca leaf, addictive but you won't OD or bottom out. Add in a little chemistry, boom, yayo. Definitely can bottom out. Opium poppy versus heroin (et al), even beer versus liquor.

To be clear not saying you can't overdo the "natural" version, just that you won't get wide spread rock bottom as a societal phenomenon without the concentrated oomph of the technologically advanced versions.

Prohibition doesn't help. But prohibition happens because chemistry and technology out kick the coverage, wide spread rock bottom issues pop up, and society does the exact wrong thing in response.
