If methane flaring is wasting that much methane, why aren't they collecting it?

The pumpjack pumps often use methane to run their engines that run the pumps.  That stuff is collected at the wells, run back to a central place on the field where it is better regulated and then piped back to the pumps.  Those places will sometimes have tiny flares but I thought they started collecting most of the extra decades ago.
