I don't have any inside info, but to speculate:

A whole lot of people getting pushed out of their homes suddenly means a lot of pets left behind. Fortunately, it seems like the area and season are conducive to foraging, and many perhaps become "town cats" that just hang around a neighborhood and are semi-tended by caring locals. Some are probably considerably more feral than others, but many have probably had a reasonably comfortable life. So it's probably pretty common to encounter them, and many are probably still very comfortable approaching even strange humans.

Hey it is clearly against the Geneva convention to use cats in combat. Way too violent and deadly. I am currently being held hostage by a furry terrorist.

I was gonna be a smartarse and say "Ukraine", but... you've covered it well.  Also, Ukraine is a big country and they've been fighting in quite a lot of it, and different parts of it over time, so that's a lot of space for cute animals.

/I imagine things would be quite different if the war was in Australia

Well yeah, the animals would be too busy mauling the hell out of the orcs to sit and pose for pictures if the war was down there.
