I think it should be hosted in the Ukraine anyway.   Every country can send their military bands to participate to perform a national song and make sure they don't forget their weapons.  Call Putin's bluff and see if he's willing to attack the military of every country in Europe so they can't have the most popular music festival on the planet.

The Household Band for UK is a combined 400 soldiers.  I know the grenadier portion specializes in NBC decontamination when they aren't performing so I'm sure Ukraine wouldn't mind them showing up.
