After actually reading TFA, it seems that the death likely occurred from hitting his head on the pavement and not the punch itself.

With that said, while it's not entirely common it's not unheard of for a single punch to kill someone.  Humans are squishy and if the wrong vein or whatever gets squished, maybe you go home, lie down, and don't get up again.  Or you do and three days later the clot that formed breaks loose and you drop on the spot.  Incidents like this aren't super common, therefore newsworthy, but I'd be willing to bet if you checked all available news sources you could find at least a few per week.

Out of a thousand bar fights a night across the world maybe those are pretty long odds.  But is it really worth the risk of being that asshole who has to say "hurr well, guess he's never going to spill his drink on someone's shoes again" trying to escape the fact that you killed someone?

You have two groups of people who start bar fights:

1) People who get insanely drunk, and are only functioning because their hind-brain is keeping the basic functions going and the last thought through their concious mind, "more booze". No logic was made during the wind up of the punch, and no memory of throwing persists.

2) People who intentionally start bar fights who don't give a shiat if someone died, because their big manly hairy penis was offended, grunt grunt sports, roids, MMA!

Hopefully a teaching lesson.

I've worked with nightclubs - specifically their security, in deescalating situations. It is for everyone, BUT for the liability of the business. Simply, how one 'hit' can not only hurt the person (generally a drunk patron) but can affect the liability of the business and the security guard.

Is it too soon to talk about sensible pavement-safety laws?

My wife witnessed this same scenario once, right in front of her. Bouncer shoves drunk guy, drunk guy hits head on concrete and dies. Bouncer was found not guilty in that case.
www.cbc.ca/amp/1.1178900

And for those saying that you could hit a blood vessel etc etc, no, that's not really a thing. There's like one or two deaths from actual boxing matches in the US every year. When you count the hundreds of thousands of amateur boxers, training and sparring outside of actual matches, you'd understand that the risk is negligible. As funny as it is, the truth about how much punishment people can take and still not really sustain too much damage is much closer to movies than you think. Adrenaline is a helluva drug.

Statistically, I'm willing to bet more people get injured from falling on pavement than being shot.

...how does one get a sucker punch to the face...? Especially after they've tacked on a choking charge. I doubt that he choked him after he hit the pavement, so I have to assume an actual fight, resulting in this guy getting decked.

3) Drunken Quebec French boot-camp attendes who didn't like the idea that an English guy was ordering beer at the bar. I turned to walk to my table and he cold-cocked me right n the head. I went down like a ton of bricks (but I didn't spill my beer!)

Within 5 minutes the MPs showed up and took us BOTH to jail! I hadn't even tried to fight back! (I was on the floor under a barstool.) Anyway, they didn't take any ID, tossed us in cells for about 6 hours til we sobered up, then I want to the base theatre where there wasd an all-night showing of Pink Floyd, The Wall. Some states of Australia have laws that make one punch kills a different type of murder.  Victoria has a law about it as well as laws specifically about attacking medial people.
