This depends, sometimes they're designed to make it through the stomach and be absorbed by the intestinal walls.  Chewing can cause them to be mostly broken down by stomach acid and their efficacy reduced.

Just... you know, follow the damn instructions on the label.  They're there for a reason.  The only time to deviate from those instructions is on doctor's orders.
