Why are they shooting at someone so far away (the 17 year old with the gun) who is running away?   Sure, put up a perimeter and have a look for him, but don't shoot down the street.   You can't effectively hit shiat with a handgun from that far away.

Attempted murder.  The victim is still alive enough to have filed a lawsuit against them.

Gregory Kulis, a lawyer for Miguel Medina, said that he could corroborate statements Sean said he heard screamed by the shot 23-year-old. Medina has also filed a civil suit against the cops.

No. It's been my position for a while that cops should have body cameras at all times, with no assumption of authority should the camera not be running for any reason.

Camera was off? Footage "corrupted", or "missing"? You weren't acting under authority of the law and will be charged as if a civilian did what you claim to have done, and since we hold law enforcement to a higher standard it's guilty until proven innocent.

Oh, and the accuser has 2 weeks to submit for footage, and 3 days after submission to get it. At 3 days and 1 minute, the footage is considered "missing".

I mean, sounds good to me, but it will never happen.

Police unions would shiat their lungs out before agreeing to anything that actually holds them accountable for their actions, including straight up sidewalk executions. They could film a white officer curb stomping a random black teen they scooped up off the street and the police union would threaten the entire police force going on strike before they would allow them to be prosecuted for "reacting to the situation appropriately and following their training".

"video released by the Civilian Office of Police Accountability"

On the bright side, it's nice to see at least one organization with "police" in the name doing what it's supposed to do.

On the less bright side... holy shiat, I was making some kind of assumption that they got some call or mistakenly thought they had done something. Note that this doesn't diminish this unprovoked shooting, only that it's a common thread.

"were headed to a training course when they stopped to confront a group on the street"

So they weren't even on patrol or responding to a call? Farking. Gang. Members.
Actually, I think that's unfair, even gang members often have motivations like monetary gain(theft) or territory control.
We used to joke that soldiers follow better rules of engagement than cops, but I think we need to shift it over and say that gang members follow better rules of engagement than cops.

I'm gonna be honest, here I used to be a hard-core supporter of the cops.  But the  the total BS surrounding Uvalde (which happened less than 2 hrs from me) really opened my eyes and made me realize that my support and trust needs to be reevaluated.

Both policemen were relieved of their police powers, according to a local CBS affiliate, and posted $25,000 bail.

This is why I despise cash bail. These two are no less a threat now than before the shooting.

Cash bail needs to be ended: You are either a potential threat, or you are not a threat. Money does not change if you are a threat.

Also, can we start requiring police unions to self-insure to indemnify the city FFS? Politicians aren't going to legislate this behavior away, nor is any conservative court going to take away qualified immunity. That means the only thing to beat cops over the head with is MONEY. Forcing them to pay up every time a member commits a crime, and not the taxpayers, will likely get these nitwits to change faster than any politician bloviating or rare prison sentence.

They can choose the thin blue line and watch their pay shrink protecting bad/violent cops... or they can focus on their pocketbook and have a retirement. Knowing more than a few cops, greed will win. However, if a union ever can't self-insure it is dissolved and the city can take over directly. They will have total control, no union rules or similar. The city will maintain that control until a new union that can self-insure is able to be created.

The best thing about this is THE POLICE DEPARTMENT STAYS FULLY FUNDED.  Nothing happens to police department funds at all, the departments are still getting all the funding folks, so no crying about "defunding the police to make you less safe" *derp* at election time. They try to complain? Why do you want to keep the taxpayer on the hook for criminal malfeasance?

Fascists and white supremacists have infiltrated every level of law enforcement (and the military) and seem to view themselves as an occupying military force more than law enforcement.

They were already basically immune to consequences, then Trump emboldened them. Now we have crazy people in congress trying to overthrow the government and screaming incessantly about how it's time for "Christians" to rise up and become the American Taliban.

So it probably has something to do with that.

His plan will increase funding to hire an additional 100,000 cops without providing the for necessary and required accountability measures like the ending of qualified immunity or the banning of police unions and guilds.

No insurance company will give a carte blanche policy to anyone. All policies have definitions and limits.

Those limits will exclude extreme negligence. Where that line is exactly will vary, in part by how much the policy costs, but there will still eventually be a point where the policy says "no, too stupid, too negligent, too criminal, you're on your own." It's never going to cover the most expensive kind of police misconduct.

What is supposed to happen in theory, is that the city (and the city taxpayers by way of electing city officials) requires that the police take action to reduce/prevent misconduct and if not, replace the police chief, among other funding levers. The only depressing conclusion I can come to, is that since the current status quo continues in most places, that at least a voting majority are fine with things as they are, are happy with the job the cops are doing (or at least happy enough to not force a change), and are fine with footing the bill for corrupt and negligent cops.

inglixthemad: Why do you want to keep the taxpayer on the hook for criminal malfeasance?

Because it's the only lever that the public has against the police, unless the fed/state reps want to step up and write new laws to end qualified immunity and either much more closely regulate the police or disband them to be replaced by new set of law enforcement departments from the ground up.

Nice try, but it would be a captive insurer like CCW Safe. Funded by members for members only.

Nope. The cops can keep ignoring the problems while premiums rise, or they can get a new boat. You'd better damn well believe the actuaries are going to have a list of cops who caused lawsuits that led to payouts.

Remember, if the union can't self-insure it is dissolved and the contract vanishes like a fart in the wind. The city / county take direct control and can fire anyone... no more union protection. The cops won't have a union until they can form a new captive insurer and that won't happen while the lawsuit prone cops are on the job.
