Look to New York State (I guess all states?) in the late 1960's and early 70's. I remember the psych hospitals just opening the doors and saying "good luck". I was young, I don't remember much.

Ever gotten a job and the first thing you hear about is how a federal judge's ruling created your new job and your need to know the history, the name of the case, and what the goals of your job are?

I have.  There were two cases, in fact.   Same industry.  Never went on the wards.  On one campus, our office was in a condemned ward, not suitable for inmates.

They lowered the standards for what required involuntary commitment. Essentially, if you could do things like feed yourself (shovel food into your mouth when you were hungry, if the food was put on a tray in front of you) they counted that as "Able to take care of themself" and no longer in need of being involuntary kept in a hospital setting.

What they took out of that standard was things like:
1. Can they go get a job?
2. Can they work a job for pay?
3. Can they manage finances (lease an apartment, pay the electric bill on time, etc.)
4. If taking medication, can they get that prescription filled with insurance or pay out of pocket?
5. If taking medication, can they be compliant in taking it by themself without being ordered or forced to take it?
6. Etc.

So, all the regular daily life activity things that the average person takes for granted and is capable of doing is no longer a factor for involuntarily hospitalizing someone.

Oh. It's the the people they keep there until they can stand trial, get them "well enough" to stand trial, convict them, then when they get out they start right back on the drugs that landed them there starting the cycle again and weren't event really getting treatment?

Oregon's mental health system sucks.

Add a transaction/sales tax and fund mental hospitals?  The sales tax could be specifically for mental health- because there isn't sales tax now and Oregon seems to 'function.'

It's amazing how every problem that has ever existed is because of republicans.  Even in blue states.  The odds of that happening have to be astronomically high, but here we are.

Oregon tries to get things done, but when they do Republicans walk out denying the legislature a quorum so important things don't get passed.

To be honest, it was a little bit of column a and a little bit of column b.  Liberals had a part here too.  It used to be that you could just lock up crazy people, period.  But liberal courts ruled that they were actual human beings with actual rights, including the right to not be locked up if they didn't want to be (if they weren't a direct threat to themselves or others).  Of course, not being able to take care of one's self doesn't count there, and many mental ill people aren't violent, but can't hold down a job or otherwise support themselves, and therefore become homeless.  And this is convenient for everybody come budget time.
