It was the 70s. Air pollution was a serious problem and even Nixon couldn't disagree with the hippies.

The Democrats had both houses, and Nixon could have vetoed it, but was already in hot water.

Nixon was a crook and an asshole.  That doesn't mean everything he did was bad.   I would take Nixon's policy positions right now.   They were, for the most part, pretty  progressive.

Correct, there are small gifts to the fossil fuel industry included in this bill that were required to get Manchin on board. The overwhelming consensus among climate scientists is that these were worth the price of admission and the climate positives outweigh the negatives 10-1.

There were massive environmental demonstrations and teach-ins, the country held Nixon's feet to the fire to get the clean air, clean water, EPA, etc. passed.

I don't think Nixon was environmentally friendly so much as Nixon didn't appreciate the bad press caused by rivers routinely catching fire.

It's almost like they shouldn't do that...

/seriously, anyone who suggest the EPA needs to be killed needs to be drug to the cuyahoga river in Cleveland and thrown in. When they get out and say "that wasn't so bad" remind them they would've burned alive from the experience if the EPA didn't exist.
