By 2035, I would think we would have a lot going on in orbit, given the capability currently ramping up. Russia will spend the rest of the century just trying to catch up.

If they manage to build a station that is even 1/4th as big as that model I'll be very surprised. The Russian space program wasn't exactly on stable footing financially even before they invaded Ukraine, and I can't see how they'd be immune to the damage incurred by the rest of the Russian economy since then.

This looks to me like they're mirroring a habit the US space program has had for many many years, which is that building models of hypothetical space stations is extremely cheap, so who cares whether the thing ever actually gets built. Just build a model, try and scavenge some table scraps from the ensuing PR blitz related to said model, and then hope that everyone forgets all about it while you quietly shelve the project due to lack of funds.
