How do you trap someone who is working remotely? It's just a job, although an unethical and illegal one. You probably don't even know who your boss is aside from a disembodied voice named Charles on a speaker box.

So one example would be "debt" - loan shark cranks up the juice and to pay the debt back the mule has to fly to another country/location and send whatever money back they are told. In this article, the mule is a "nonresident" (so a visa holder not a Canadian right to remain) and the money is going to Jamaica. I'll hazard an educated guess that she's from Jamaica too.

Thats just one way. But there's plenty of other avenues of coercing mules.

I'm curious about Canadian legal procedures - does the RCMP actuality charge suspects? In the US it is the DA that looks at evidence presented by police, and then may or may not formally charge the suspect.
