Many countries in that area of the world have all the resources they need. They have the technology and they have the capital. They should start working at making sustainable cities, probably underground, and start shifting away from fossil fuels. They can have cool environments, water, food growing areas, etc.

They just have to stay off of the surface for about 12 hours each day.

In an odd way, they might have the least trouble making the transition. There is no pretense about trying to save the environment in those countries, so you might as well cover them with panels and turbines. The temperatures will be so high that there will be no point in trying to fight them. Going underground will be the obvious solution. They will be humans' first Moon and Mars colony prototypes.
