Maybe there are reasons why this would be a bad idea, but why aren't the breeders looking at the wild horses running around here in the US. Find a few that look like they'd make good race horses then bring them in to freshen up the gene pool.

Unfortunately, the people who race tiny men on top of inbred horses have very strict and very stupid rules about the latter. If you introduce even one non-Thoroughbred horse to the gene pool, its descendants can't be registered as Thoroughbreds until the eighth generation. And that's if your country has a Non-Thoroughbred Register to track your progress, which the US does not.

It's unlikely that they could be convinced to change those rules, but you're welcome to try.
