Kind of.  The Sponsorship scandal that brought down the Chretien government in the end - amounted to a $20K kick-back political donation to the Liberal party.  $20K (repeated for emphasis).

All things being equal, I would prefer a system that shiat-cans people for small scandals than ones where shocking scandals make no difference at all.
