Clothing rules in public pools in France are strict, for what authorities say are reasons of hygiene: caps are required, and baggy swim trunks or other voluminous clothing is generally banned. Wetsuits are not allowed in many pools too, as are some sun-protection suits.

By actively banning religious attire in public the are inherently not being neutral.

It's not just France: you'll encounter those rules in many parts of Europe. They have this weird idea that anything larger than a speedo can "track dirt" into the pool and dirty-up the water.

I'm guessing their thinking is that clothing is unsanitary, and more clothing in pools is more unsanitary, so fabric in pools must be minimized. While that may have had more of a basis historically, modern clothing hygiene and pool sanitation seem like they should make more voluminous swimwear safe in pools.

US pools often have rules requiring showering before entering a pool. Pathogens that shower water doesn't kill will mostly be neutralized by the liberal amounts of chlorine and other sterilizing chemicals in a pool.

How could you tell if a woman is being forced to wear a burkini simply by her outward appearance? How would banning the burkini or any other modest swimwear prevent the forcing of wearing of that garb? It's more like this law is just designed to make France unwelcome to Muslims anyway they can, to get them to leave the country without illegally banning Muslims outright against the EU rules.

As a guy with very pale skin, I don't see an issue with that.  I wear long sleeves year-round, usually white button down shirts.

I might go hiking this weekend.  Long-sleeved white shirt, blue jeans, hiking boots.

I don't know, doesn't this essentially mean that Muslim men will dictate whether Muslim women swim? If they're not allow to dress 'modestly' their abusive husband or father is just going to make sure they remain indoors forever

Then go after the people forcing them to wear them. Because all this will do is prevent those Muslim women allegedly forced to wear a burkini from using public pools.

If you force Muslim women not to wear religious garb, their male handlers will simply stop letting them leave the house. This approach helps no one, least of all the women you supposedly want to protect.
