Looks like the mandatory things are a few permits and a barrier along the north side. They might be able to make a temporary barrier by making a dirt berm, and later switch to something with a smaller ground footprint. Some roadside signs are also mandated but not immediately.

The rest of the tasks don't seem to be required for launch operations, and many are specifically stated as being implemented in 6-12 months.
